Without clear regulatory frameworks, financial institutions and waste management firms are hesitant to commit capital to high-capacity recycling plants. CIWM argues that cohesive government action is essential to stimulate demand for secondary materials, which would in turn justify the development of advanced domestic processing capacity.
For UK waste companies and Turkish recyclers, this policy inertia has direct operational consequences. UK suppliers face ongoing uncertainty regarding domestic infrastructure development, which affects the volume and quality of plastic waste available for export. Meanwhile, Turkish recyclers, who rely heavily on high-quality UK polymer feedstocks, must closely monitor these policy shifts. If the UK successfully stimulates domestic infrastructure, it could restrict the export of premium scrap material, forcing Turkish processors to adapt to tighter feedstock markets or seek alternative supply chains. Conversely, a continued investment lag in the UK may prolong its reliance on exporting unprocessed materials.
