EA carrier / broker / dealer
England's registration regime for everyone who moves or trades waste, run by the Environment Agency. A carrier transports waste; a broker arranges its recovery or disposal on another's behalf; a dealer buys and sells waste as principal, with or without touching it. The upper tier covers businesses handling other parties' waste commercially — every legitimate scrap trader holds it; the lower tier covers limited own-waste cases.
Registration is checkable in minutes in the EA's public register, which makes it the first due-diligence question in any UK scrap deal: an unregistered "trader" is offering you a criminal offence as a service.
