A.TR vs origin declaration

ATR certificatepreferential originEUR.1

Two documents that traders in this corridor confuse at their cost. The A.TR movement certificate belongs to the EU–Türkiye customs union: it certifies goods are in free circulation between the EU and Türkiye. It says nothing about where goods were made — and it has no role in UK trade since Brexit.

UK–Türkiye preference runs instead on origin declarations under the FTA: prescribed wording on the invoice, made by the exporter, claiming the goods meet the agreement's rules of origin — with the exporter liable to substantiate the claim from production records if customs verifies, potentially years later. Practical rules: never accept an A.TR as evidence for a UK preference claim; keep the declaration wording exact; and mind the transit trap — goods customs-cleared into an intermediate market lose the preference entirely. Our FTA guide covers the detail.
