Achieving circular economy targets for flexible plastics hinges on developing robust end markets, according to a joint study by environmental consultancies Delterra and Eunomia. Backed by packaging giant Amcor and consumer goods firm Kraft Heinz, the report identifies eight specific high-volume applications that could collectively absorb up to 800,000 tonnes of recycled household flexible packaging annually, provided consumer goods companies actively test and integrate these materials.
Flexible packaging, primarily composed of low-density polyethylene (LDPE) and polypropylene (PP), remains one of the most challenging streams to recycle economically. While collection infrastructure in the UK is expanding—driven by supermarket take-back schemes and upcoming mandatory kerbside collections—the lack of stable, high-value end markets creates a commercial bottleneck. Without demand from packaging converters and brand owners, collected films risk being stockpiled, incinerated, or exported as low-grade waste. The report argues that moving beyond niche applications into mainstream products is "critical to recycling targets" to meet upcoming circularity mandates.
For UK waste management firms and Turkish recyclers, this research underscores a shifting regulatory and commercial landscape. UK operators face increasing pressure to divert flexibles from energy-from-waste facilities, whilst Turkish recyclers—who process significant volumes of imported European polymer scrap—must adapt to tighter quality requirements. As UK Plastic Packaging Tax (PPT) obligations and European circularity mandates tighten, Turkish processors who can successfully upgrade household flexibles into high-quality, consistent resins for these target applications will secure a major competitive advantage. Conversely, failure to develop these markets will depress scrap values and increase compliance costs for UK exporters.
As a practical takeaway, packaging converters and recyclers should collaborate immediately to trial recycled flexible compounds in non-food contact applications, such as heavy-duty sacks, construction films, and secondary transit packaging, to de-risk future supply chains before mandatory recycled-content thresholds rise.
