TFS / notified procedure

TFS — transfrontier shipment of waste — is the umbrella term for the regulatory regime, and "notification" is its heavyweight procedure: prior written consent from the competent authorities of dispatch, transit and destination before a single tonne moves. It applies to hazardous wastes, problem streams, and any material that fails green-list conditions.

The notified procedure involves a notification document, movement documents per shipment, financial guarantees covering return and disposal, and processing times measured in months. For plastics, its practical role is the boundary line: material that cannot meet B3011 — mixed polymers, contaminated films — legally requires this machinery, which rarely makes commercial sense. That is why sorting to green-list standard is the economic heart of the trade, and why "we'll just ship it anyway" is the sentence that ends companies.
