US Packaging EPR Push Highlights Need for Standardised End-Market Criteria

3 Kasım 2026 · Recycling Today

As extended producer responsibility (EPR) regulations for packaging expand across North America, industry groups and producer responsibility organisations are working to establish standardised definitions for legitimate end markets. The Circular Action Alliance, alongside stakeholders across the plastics recycling chain, is leading efforts to align criteria determining where collected packaging waste can be sent for processing and remanufacture. This shift aims to create clear rules for what constitutes acceptable recycling destinations under state-level statutory frameworks.

The rapid rollout of state-level packaging EPR laws has highlighted a critical challenge: without unified criteria for end markets, reprocessors and brand owners face fragmented compliance requirements. Establishing explicit standards for downstream material destinations ensures transparency, prevents material leakage into substandard recovery facilities, and provides certainty for investment in secondary processing infrastructure. Clear end-market definitions also influence how EPR eco-modulation fees are calculated, directly linking financial incentives to verified circular pathways.

For UK waste management firms, packaging converters, and Turkish plastics reprocessors, North American developments reflect a broader global trend towards stringent end-market verification. As the UK rolls out its own packaging EPR scheme and the European Union tightens rules under the Packaging and Packaging Waste Regulation (PPWR), Turkish recyclers serving European supply chains must demonstrate robust traceability. UK exporters and Turkish reprocessors alike will face increasing scrutiny regarding ultimate material fates, making standardized end-market verification essential for maintaining cross-border polymer trade flow and proving regulatory compliance.

Operators across the UK–Türkiye supply chain should audit their downstream chain-of-custody protocols immediately. Waste handlers and recyclers must ensure that documentation explicitly verifies the final reprocessing destination and end-use application of recoverables, anticipating that both UK and EU enforcement bodies will adopt stricter definitions of valid end markets similar to emerging international benchmarks.
