Under the proposed DRS, consumers will pay a redeemable deposit on beverage containers, including PET plastic bottles. While intended to boost recycling rates, LARAC argues that diverting these high-value materials away from household recycling bins will strip councils of vital revenue. Selling sorted PET and aluminium currently helps offset the operational costs of running kerbside collections. Without this income, local authorities may face funding shortfalls, potentially leading to reduced services or higher costs for taxpayers.
Furthermore, LARAC highlights that the operational landscape has changed since the DRS was first proposed. The introduction of Simpler Recycling reforms in England already aims to standardise collections, raising questions about whether a separate DRS remains the most efficient mechanism to achieve circularity targets.
