Waste and resource management operator Veolia has reported positive results from a trial of modular carbon capture and storage (CCS) technology at its Sheffield Energy-from-Waste (EfW) facility. The project tested localized capture equipment designed to integrate with existing infrastructure, demonstrating that point-source carbon mitigation can operate effectively on municipal waste combustion flue gases without requiring massive site overhauls.

The trial highlights a potential shift in how the UK manages residual waste emissions. Historically, UK carbon capture strategy has focused heavily on large-scale regional industrial clusters linked to shared pipeline networks. By demonstrating that modular, decentralised technology can operate successfully on individual energy recovery plants, the project suggests waste operators could cut direct emissions independently. This is particularly timely as the UK government prepares to bring energy-from-waste incinerators into the UK Emissions Trading Scheme (UK ETS) by 2028, which will impose a direct financial penalty on unmitigated emissions from fossil-derived waste, including non-recyclable plastics.

For waste infrastructure managers, modular CCS provides a practical alternative pathway for decarbonisation. Rather than waiting for regional pipeline networks to be constructed, operators can evaluate scalable, unit-based capture solutions to mitigate upcoming ETS liabilities incrementally.

For UK waste companies, packaging converters, and recycling operators, these developments directly affect operational economics and carbon accounting. As EfW plants face impending carbon costs under the expanded UK ETS, gate fees for residual waste incineration are expected to rise. This cost pressure will increase the economic incentive for waste managers to separate residual plastic packaging away from thermal disposal and into mechanical recovery streams. Furthermore, clearer emissions data from EfW facilities will improve Scope 3 emissions reporting for packaging converters, enabling more accurate lifecycle assessments across both recycled and energy-recovered waste flows.
