A new study from the University of Surrey, published in Business Strategy and the Environment, reveals that the UK's municipal waste infrastructure systematically prioritises the destruction and recycling of electronic items over repair and reuse. Researchers observed that only 2% to 2.5% of electronic devices arriving at municipal recycling centres were set aside for potential repair, despite many being in salvageable condition.
This bias towards immediate recycling undermines the waste hierarchy, which legally mandates reuse and repair above recycling. By shredding or melting down devices prematurely, the system incurs high carbon costs and wastes high-value engineering plastics and critical raw materials. For a circular economy to function, infrastructure must facilitate diagnostics and repair rather than treating every incoming item as immediate scrap.
For UK waste management firms, this study highlights impending regulatory pressure. As the UK government tightens circular economy policies to meet net-zero targets, municipal contracts are likely to demand stricter adherence to the waste hierarchy, forcing operators to invest in separation-for-reuse protocols. For Turkish recyclers processing technical plastics, a shift towards domestic UK repair could eventually restrict the volume of low-grade electronic plastic exports, whilst raising the quality and sorting standards of the technical polymers—such as ABS, polystyrene, and polypropylene—that do eventually enter the recycling stream.
Practical Takeaway: UK waste operators should proactively audit their municipal site workflows to identify opportunities for reuse partnerships. Implementing basic triage systems for electronics and technical plastic assemblies can reduce disposal costs and prepare businesses for stricter circular economy compliance audits and carbon reporting requirements.
