At the recent Labour Party conference, UK recycling specialist Enviroo hosted a panel discussion highlighting the profound structural changes the upcoming Deposit Return Scheme (DRS) will bring to the nation's waste management landscape. With the scheme scheduled for implementation next year, industry leaders are raising urgent questions about how the diversion of beverage containers will reshape existing kerbside collection systems and sorting infrastructure.

The introduction of a DRS aims to capture high-purity PET bottles and aluminium cans directly from consumers. While this promises to secure a clean, food-grade stream of recyclate, it simultaneously threatens to strip valuable materials from municipal dry mixed recycling contracts. Waste management companies rely heavily on these high-value polymers to subsidise the collection and processing of lower-value materials.

For UK waste companies, packaging converters, and Turkish recyclers, the impending DRS represents a fundamental shift in feedstock dynamics. UK waste firms must prepare for a sharp decline in PET volumes within municipal streams, forcing a renegotiation of municipal contracts and a reassessment of sorting facility economics. Conversely, Turkish recyclers—who rely significantly on imported UK polymer scrap and rPET—could see a shift in the quality and availability of British exports. While the overall volume of baled PET from standard kerbside collections may decrease, the DRS should eventually yield a highly consistent, low-contamination stream of rPET. However, access to this premium material will depend on how the scheme's administrator allocates the collected material, potentially tightening the spot market for secondary plastics.

A key practical takeaway for operators is the immediate need to audit feedstock pipelines and contract structures. Packaging converters and recyclers should diversify their sourcing strategies now, anticipating that clean, food-grade PET will increasingly bypass traditional merchant channels in favour of closed-loop DRS allocation models.
