UK Launches Digital Waste Tracking System to Combat Illegal Exports

The UK government has initiated the rollout of a mandatory digital waste tracking service designed to record the movement of all waste streams in real time. Spearheaded by the Department for Environment, Food and Rural Affairs (DEFRA), the new system aims to eliminate paper-based records, close regulatory loopholes, and put illegal operators "under unprecedented scrutiny" as enforcement agencies clamp down on waste crime.

Under the new framework, anyone who produces, carries, keeps, disposes of, or treats waste in the UK will be required to log transactions digitally. This transition replaces a fragmented system of paper transfer notes and consignment notes, which has historically been vulnerable to manipulation by rogue operators exporting mislabelled or contaminated plastics.

For the UK–Türkiye plastics trade, this digital transition represents a significant shift in compliance logistics. UK waste companies exporting plastic scrap must ensure that every consignment is fully traceable from its point of origin to the port of departure. This level of transparency will directly feed into Annex VII export procedures, reducing the risk of transit delays caused by incomplete or fraudulent documentation.

For Turkish recyclers, the UK's digital tracking system provides a welcome layer of security. As Türkiye enforces stricter quality controls on imported polymer feedstocks, Turkish processors can demand verified digital custody chains from their UK suppliers. This ensures that incoming shipments of HDPE, LDPE, or PET are legally sourced, properly sorted, and compliant with both Turkish import regulations and the UK's strict export criteria.

Practical Takeaway: UK waste exporters should immediately audit their internal data-logging procedures and prepare their compliance teams for integration with the new DEFRA digital portal to prevent administrative bottlenecks at UK ports.
