The UK government has officially delayed the integration of the waste incineration and energy-from-waste (EfW) sectors into the UK Emissions Trading Scheme (ETS). Initially targeted for 2028, the implementation has been pushed back, with a revised timeline promised "in due course."

The inclusion of EfW in the ETS is designed to disincentivise the burning of fossil-fuel-derived materials, primarily plastics. By putting a price on the carbon emitted from burning plastics, the policy would make incineration significantly more expensive, thereby driving more material towards mechanical and chemical recycling. Pushing this deadline back relieves immediate financial pressure on municipal waste operators but slows down the economic drivers intended to boost domestic recycling rates.

For UK waste managers and recyclers, this delay alters the medium-term financial outlook. The anticipated surge in recycling feedstock—driven by high incineration costs—will now be deferred. For Turkish recyclers importing UK plastic scrap, this means the supply dynamics of British feedstock may remain stable for longer, without the sudden domestic diversion that the ETS penalties would have triggered. However, it also delays the harmonisation of carbon costs between UK and European markets, which could complicate long-term carbon accounting and sustainability reporting for cross-border supply chains.

As a practical takeaway, UK waste firms and packaging converters should not view this delay as a cancellation. Businesses must continue to improve plastic sorting and design for circularity, as carbon pricing on fossil-waste incineration remains inevitable. Companies should use this extended window to invest in advanced sorting infrastructure to separate recyclable polymers before they reach residual waste streams.
