This finding challenges the assumption that technology alone can solve low recycling rates. Without policy interventions, such as mandated recycled content or tax penalties on virgin materials, the financial risk of upgrading sorting facilities remains too high. For many secondary materials, exporting mixed fractions remains more economically viable than investing in domestic processing, hindering the transition to a localized circular economy.
For UK waste companies and Turkish polymer recyclers, this dynamic is highly familiar. The UK's Plastic Packaging Tax (PPT) and upcoming Extended Producer Responsibility (EPR) schemes serve as the exact type of market incentives described in the study. Turkish recyclers, who rely heavily on imported UK plastic scrap, face similar pressures; they require stable demand for high-quality recycled resins from European packaging converters to justify investing in advanced optical sorting and washing lines. Without these regulatory and market "pull" factors, the economics of upgrading sorting infrastructure to handle complex polymers like polypropylene (PP) or flexible films simply do not stack up.
The practical takeaway for the sector is that waste exporters and processors must not rely solely on technological advancements to improve material quality. Instead, they should align their infrastructure investment strategies with regional regulatory drivers, ensuring that any upgrade in sorting capability is directly linked to compliance requirements or guaranteed off-take agreements for high-purity recycled polymers.
