Italy has introduced a national decree requiring certain packaging formats—such as small produce packs, condiment sachets, and hotel toiletry bottles—to be certified compostable and processed via its domestic biowaste infrastructure. This policy stands in stark contrast to the wider European Union’s approach under the Packaging and Packaging Waste Regulation (PPWR), which plans to ban these single-use formats outright by 2030.

Italy is betting heavily on its established organic waste collection and industrial composting network. By choosing organic recycling over outright bans, the country is establishing a significant regulatory precedent. It serves as a major test case for whether biowaste systems can successfully absorb high volumes of flexible compostable packaging without contaminating food waste streams or compromising compost quality.

For UK packaging converters and Turkish plastic manufacturers exporting to Southern Europe, this regulatory divergence complicates compliance. Exporters can no longer rely on a single, harmonised packaging design for the European market. Instead, they must navigate a fragmented landscape where some jurisdictions demand certified compostable polymers (such as PLA or PBAT) while others enforce outright bans or require highly recyclable conventional plastics. This shift will likely increase production costs due to short-run manufacturing variations and requires stricter material segregation to avoid cross-contaminating traditional polymer recycling streams, such as PP and LDPE.

As a practical takeaway, businesses must audit their European product portfolios immediately. Converters should develop dual-track strategies: refining lightweight, highly recyclable conventional plastic formats for standard EU markets, whilst securing certified compostable material supply chains specifically tailored for the Italian market.
