Without standardized municipal kerbside collections, feedstock volumes remain fragmented and heavily reliant on voluntary front-of-store collection points. This persistent supply bottleneck directly undermines the economic viability of new sorting and reprocessing facilities in the UK, which require consistent, high-volume inputs to justify capital expenditure and help converters meet Plastic Packaging Tax recycled content targets.
For cross-border trade between the UK and Türkiye, this policy delay creates a two-fold operational impact. Turkish recyclers seeking high-purity post-consumer LDPE film will continue to face a constrained UK market dominated by commercial and industrial shrink wraps rather than municipal household streams. Because UK waste managers cannot yet leverage municipal volumes, export availability of sorted household film will remain minimal. UK waste suppliers and Turkish reprocessors should therefore keep their primary focus on commercial back-of-store collections, where material quality is cleaner and regulatory export compliance under Annex VII controls is far easier to audit than contaminated household waste.
