European paper recycling rate holds steady at 76 percent

2 Ekim 2026 · Recycling Today

The European Paper Recycling Council (EPRC) has reported that the paper recycling rate in Europe reached 76.4 percent in 2025. The council described this performance as stable, indicating a balanced and mature recycling market across the region despite broader economic headwinds and fluctuating consumer demand.

This high recycling rate demonstrates the structural maturity of fiber-based packaging collection and processing systems. For the wider packaging industry, including plastic converters and waste managers, these figures serve as a critical benchmark. As European and UK regulators tighten circular economy rules under Extended Producer Responsibility (EPR) schemes, paper and plastics are in direct competition. A highly efficient paper recycling stream exerts pressure on the plastics sector to accelerate its own circularity, improve collection rates, and lower the carbon footprint of polymers to remain competitive in multi-material packaging applications.

For UK waste companies and Turkish recyclers, this development highlights the shifting dynamics of material substitution. Packaging converters are constantly weighing plastic against paper based on recyclability credentials and compliance costs. If paper maintains a stable, high recycling rate, it remains a formidable competitor for transit and secondary packaging. Turkish recyclers exporting polymer products to Europe must monitor these trends, as the perceived environmental credentials of paper drive brand owners to substitute plastics unless the plastics industry can prove equivalent circularity. Furthermore, as carbon reporting becomes more stringent, the proven low-loop emissions of high-rate recycled paper will push plastic recyclers to optimise their own energy use to offer competitive low-carbon resins.

The practical takeaway for packaging converters and polymer traders is the need to refine material strategies. To defend plastic's position in the packaging mix, operators must focus on high-quality, closed-loop recycling processes that can match the circularity metrics of fiber-based alternatives, whilst highlighting plastic's superior barrier properties and lower transport emissions.
