A closed-loop recycling initiative led by US recycling management firm iSustain has successfully implemented a consolidated collection model for flexible plastic film across approximately 100 wineries in California. The programme focuses on aggregating commercial stretch wrap and flexible packaging, directing high-quality low-density polyethylene (LDPE) waste streams back into manufacturing supply chains rather than relying on disposal or energy recovery.

Commercial flexible films represent one of the most challenging material streams within the circular economy. While pallet stretch wrap is typically composed of high-grade, unpigmented polymers, its collection is frequently hindered by logistical fragmentation across small to mid-sized commercial operators. By establishing a cooperative aggregation model, the California project demonstrates that distributed commercial businesses can achieve the critical mass required to make film reprocessing economically viable. Standardising handling protocols at source ensures minimal contamination, yielding clean feedstock suitable for secondary packaging applications.

The primary operational lesson from this initiative lies in sector-specific consolidation. Individual commercial facilities rarely produce sufficient film volumes to justify dedicated collection logistics. However, establishing regional hubs tailored to shared industry sectors drastically cuts haulage overheads and preserves material purity prior to mechanical recycling.

For UK packaging converters, waste management operators, and Turkish reprocessors, this structured aggregation model carries practical implications for compliance, costs, and carbon reporting. Under the UK Plastic Packaging Tax (PPT) and expanding Extended Producer Responsibility (EPR) obligations, securing predictable streams of high-purity recycled LDPE is critical for meeting recycled content targets. For Turkish recyclers processing commercial film scrap, cleaner feedstocks substantially reduce wash-line energy usage and yield losses, directly improving Scope 3 emissions profiles. Developing similar collaborative collection frameworks across European commercial sectors could unlock vital secondary material supplies needed to meet regional circular packaging mandates.
