California revises plastic baseline for SB 54 source reduction rules

California’s Department of Resources Recycling and Recovery (CalRecycle) has adjusted its baseline dataset for the state's landmark Plastic Pollution Prevention and Packaging Producer Responsibility Act (SB 54). The revised figures show a lower overall tonnage of single-use plastic packaging and foodware in circulation than projected in 2024, alongside a higher total count of individual plastic items. This recalibration shifts the reference point from which brand owners must achieve a 25% reduction in single-use plastic packaging by 2032.

SB 54 is closely monitored internationally as a benchmark for Extended Producer Responsibility (EPR) and material reduction mandates. CalRecycle’s recalibration illustrates the analytical difficulties inherent in establishing accurate packaging baselines. The divergence between total weight and component count reflects broader market trends: while lightweighting initiatives have reduced overall mass, the proliferation of smaller, single-serve packaging formats has increased the total number of items entering the waste stream. Regulators are increasingly determining that tonnage reductions alone are insufficient if item counts continue to climb.

For UK packaging converters and Turkish recyclers navigating global supply chains, California's methodology offers important signal value. As the UK implements its own Extended Producer Responsibility for packaging (pEPR) regime and the European Union moves forward with the Packaging and Packaging Waste Regulation (PPWR), compliance reporting is becoming far more granular. UK exporters targeting North American and European markets will need systems capable of tracking unit counts alongside raw tonnage. For Turkish recyclers and reprocessors, shifts in international packaging design—driven by unit-reduction mandates—will gradually alter the composition and format of post-consumer plastic scrap collected worldwide.

The practical takeaway for packaging and compliance managers is to audit product portfolios against both mass and unit count. Relying strictly on resin reduction or lightweighting will not satisfy emerging circular economy regulations, making format rationalisation and reusable design essential strategies.
